If you are an individual and you are purchasing a projector for your home, then buy as many lumens as you can afford!  3000 lumens should be a target.  You can currently get a 3000 lumen projector for around $1000.  That's a great deal and will lead to many enjoyable hours of sports and movies.

For interactive whiteboard users, I would recommend a minimum of 1500 lumens (which isn't very much).  As lumens go up, so do price, so please consider buying the cheapest projector carefully.

Education institutions typically purchase from the price leaders.  Fortunately for them, prices are going down and lumens are going up.  Again, my choice for education institutions is the EPSON S3.  It's the price leader, and it give a good solid picture that is adequate for teaching.
